Under what cirstances, if any, might the legalization or decriminalization of drugs be beneficial to?

It would be beneficial to the states because they would collect tax on the drugs. Also beneficial to law enforcement because they wouldn't need to chase down drug deals. It would also put the drug dealers out of business.
