Why aren't my morning glory vines blooming?

I planted morning glory seeds in a large whiskey barrel and they are now covering a trellis. But there is not a bud in sight. I am in Zone 5a and we have had the hottest July on record--they receive intense sun and wilt in the afternoon with the heat. I have not fertilized them since they were planted in the potting soil. Any suggestions?
